CADRE Objectives


  • To conduct annual needs assessments of the technical assistance needs of States, outlying areas, Freely Associated States, Bureau of Indian Affairs and localities as appropriate to ensure that CADRE identifies TA activities that improve system performance.

  • To develop and maintain a database for collecting and analyzing information from States and related entities on the use and outcomes of due process hearings, mediation, mediation training, and ADR processes.

  • To develop technical assistance agreements and deliver technical assistance based on needs identified in the needs assessment and information derived from research leading to research-based practices.

  • To increase the availability of research-based knowledge on alternative dispute resolution in special education.

  • To develop, maintain and improve informational exchanges about dispute resolution between CADRE and key stakeholders including TA and information dissemination systems, parents, practitioners, and the general community.

  • To develop and maintain coordination and collaboration with key partners and participants in the national effort to develop high quality and accountable systems and services.
