Amy Whitehorne joined CADRE as a Policy Analyst in October 2011. In addition to policy analysis, she provides technical assistance on the procedural safeguards and dispute resolution provisions of IDEA Parts B and C. Prior to joining CADRE, Amy practiced law in Vermont, specializing in education law and policy. There, she worked with a variety of individuals and entities including families, educators, advocates, state legislators, and state officials, on a broad range of issues including elementary and secondary education, special education, postsecondary education and workforce training.

Amy has been providing conflict prevention, dispute resolution and meeting facilitation since 2006. Her experiences encompass a wide range, including special education, civil rights and discrimination matters, in workplace, family and community settings.
