He was the founding Board President of the Coordinating Center for Home and Community Care, the entity which as overseen Maryland's Katie Beckett waiver for 15 years and which established mechanisms for case management for children who are technology-dependent and reside in community settings. Dr. Feinberg has published more than a dozen articles on ethics, strategic planning, and conflict resolution in peer-reviewed journals. He and Jonathan Beyer have developed expertise in the mediation of conflicts between school systems and families under IDEA.
