Dr. Judy Schrag has been a Senior Policy Analyst with Project FORUM at NASDSE since 1994. In this role, she conducts research and policy analyses. A major focus of her work has been alternative dispute resolution systems and strategies. Dr. Schrag also works as a Technical Assistance Panel member in Hawaii developing a comprehensive and unified system of care across education, social and health services, and the courts. Dr. Schrag has over twenty-five years of administrative, training, and technical assistance, program implementation experience in both the public and private sectors. Dr. Schrag was Director of the U.S. Department of Educations Office of Special Education Programs from 1989-1993 (OSEP). Dr. Schrag was Assistant State Superintendent of Public Instruction for Special Services, Washington State Department of Education (e.g., 1980-1989) and State Director of Special Education for Idaho (1975-1979).
